Jacquelyn Barnum, CEO
Jacquelyn Barnum has over two decades of experience working with indigenous people and Native American governments. Throughout her career, she has developed policies, structures and governance procedures that have enabled her to navigate effectively within tribal governments, both vertically and horizontally.
Some of her most significant achievements in Geographic Information System (GIS) include establishing the foundational work for two tribal GIS departments. In 2006, she was part of the Contra Costa County Community Development Department team that produced the publication “Data from the Creeks.” Additionally, she created the Cabazon Tribal Utility Authority GIS asset tracking database and collaborated on a wetland delineation project with the environmental department of the Santa Ynez Band of Chumash.
Jacquelyn has successfully managed millions of dollars in grant funds from various federal government programs. She transformed an environmental remediation site into a thriving business venture for a tribe in Southern California. She has built strong relationships and a proven track record with multiple tribal nations, federal agencies and community organizations.
Jacquelyn holds a bachelor’s degree in environmental studies from Hawaii Pacific University, a GIS certificate from the University of California, Riverside and an MBA from Texas A&M University. She also served as an elected official for her local sanitary district.
